Human review
A person evaluates evidence and exceptions before a consequential decision.
Before using the term
Give reviewers the source, uncertainty and authority to reject a proposal.
Make the definition usable
Record the unit, source, observation period and inclusion rules in the report where this term appears. A shared label alone does not make two measures comparable.
